INTRODUCTION Since
the overwhelming 'No' votes to the EU Constitution in the French and
Dutch referenda of May / June 2005, the Some proposals the Constitution contained have been implemented regardless, by mis-using 'flexibility' articles in the existing EU Treaty (eg. Article 308). Now, the bigger 'innovations' that the EU Constitution proposed - such as creating a full-time EU President and Foreign Minister, removing more national vetoes and increasing the EU's powers into a range of new areas such as justice & home affairs (see analysis) - have been wrapped up in a re-named treaty, which the government is trying to pass off as different to the original EU Constitution and insignificant. However everyone from a wide range of other European leaders to the cross-party House of Commons European Scrutiny Committee (see quotes) have confirmed that the re-named treaty is essentially the same document as the EU Constitution. The
government's actions are an obvious cheat, designed to avoid holding
the EU Constitution referendum that they promised in their last election
manifesto. Join
